The Project ControlsSpecialist is responsible for initiating and executing Project Controlspractices on assigned Cargill Build projects.

This position is accountable for cost (budget) management, schedulemanagement, setting up systems on a project (plan implementation), and theproactive control activities and mechanisms specified by Cargill’sprocess.

The practices of tracking,monitoring, and evaluating the project are aimed at minimizing deviations frombaseline plans as the project advances.

The focus on day to day details during project execution make this rolepart of the local (site) project team staffing.

30% Cost and team Management

  • Contribute to final budgetdevelopment as a baseline for control
  • Set up integrated controlaccounts and configure the software and other tools
  • Track the expenditures andmanage the budget, using Cargill preferred software (Cleopatra)
  • Work with Accounting dept. toapprove contractor submittals and validate payments
  • Prepare and communicate reportsand participate in site planning meetings
  • Responsible for providingcoaching and development tools to direct reports.
  • Accountable for performancemanagement, talent development, succession planning, expertise development andoverall team engagement.
  • Establishes and implementscascading KRAs and conducts performance reviews of direct reports.
  • Creates plans for workforceneeds and oversees the implementation of those plans. Responsible for theappropriate scheduling and delegation of activities for a team ofmaintenance / reliability employees and 3rd party contractors.
  • 30% Schedule Management

  • Contribute to final scheduledevelopment as a baseline for control
  • Set up integrated controlaccounts and configure the software and other tools
  • Track the work progress, andmanage the scheduling tool (MS Project or P6)
  • Measure and track productivityfor any applicable work packages or control accounts
  • Prepare and communicate reportsand participate in site planning meetings
  • 30% Proactive Control

  • Work with the team to Physicallymeasure the Progress the work (%complete) for each Control Account and Work Package by either : 1) personallyperforming field assessments, or 2) interacting with assigned Quantity Surveyoror other team member
  • Solicit and collect accuratereporting of all applicable labor hours, material quantities, and progress fromall contractors and sub’s, at required reporting intervals.
  • Assess and report out real-timedeviations in cost, schedule, and resources (labor, materials, and equipment).
  • Calculate and report out newcost and schedule Forecasts (based on trends and Estimates to Complete).
  • Lead or assist the project teamin exploring root causes for deviations, proposing solutions, and initiating correctiveactions.
  • Monitor issues and potentialchanges, track actual changes, maintain the logs, and manage the process onbehalf of the Build Project Manager.
  • Quantify the cost &schedule impact of all Change Requests.
  • 10% Miscellaneous

  • Monitor to ensurecontractor / supplier compliance with bid package requirements andspecifications.
  • Audit the work quality andproductivity of engineering and construction crews.
  • Track purchasing and deliveryof materials and equipment.
  • Control Risk by monitoring riskfactors and their responses, and initiating change as required
  • Collect Historical data (cost,schedule, lessons learned) and capture relevant information for normalization.
  • Any other duties as assigned.
  • Required Qualifications

  • Bachelor degree in engineering, finance, business administration or related area.
  • Certified Cost Technician (CCT) and Certified Schedule Technician (CST) certification by Association for Advancement of Cost Engineers International (AACEI);
  • or 2 years relevant experience in controlling budgets, schedules, and other control systems mentioned above and supervising teams.

  • Minimum of 5 years’ experience in construction related field
  • Ability to travel up to 40% or temporarily relocate to a project site.
  • Ability to set own goals and executing on them with minimal supervision.
  • Ability to prioritize personal work, use time management skills, and continuously improve work efficiency.
  • Demonstrated excellent verbal and written communication and documentation skills.
  • Demonstrated knowledge of, and ability to produce detailed project reports at different levels of the organization.
  • Demonstrated high level of organization.
  • Strong influencing skills, and ability to work with other functions in a project to build understanding of the approach and value of Project Controls
  • Demonstrated ability to facilitate group discussions and meeting
  • Demonstrated ability to anticipate and mediate conflict; ability to develop solutions which all parties can support
  • Proven ability to partner effectively with all levels of the project organization in a team environment.

  • Preferred Qualifications

  • Knowledge and demonstrated experience with MS Project or Primavera scheduling software.
  • Knowledge and demonstrated experience with commercial cost management software.
  • Demonstrated experience working with technical subject matter experts to design and build a (construction) project that is safe, cost effective, fast, operable, and maintainable.
  • Knowledge and demonstrated experience in initiating and managing integrated Control Accounts for Build (construction) projects.
  • Efectively utilizes virtual correspondence and meeting tools to work with others (web-based environment)
  • Demonstrated experience in a structured Project Delivery Process for Build (construction) projects, including required deliverables
