Position Summary

Under the Office of the General Counsel, provides professional direction, leadership and coordination of all trade compliance functions of the Company over multiple sites.

Oversees the implantation and issuance of export and import policies, procedures, methods, and practices to facilitate better implementation of company objectives.

Responsible for providing valuable expert insights concerning the requirements and obligations of exporting and importing and provides corrective action as necessary to follow compliance measures.

Manages team of trade professionals and administrators across multiple work locations.


  • Provides leadership to direct staff supporting trade compliance activities across the Company.
  • Coordinates across business units, facilities, and constituents from other support service functions to influence and guide actions to ensure effectiveness of Company programs and trade compliance activities.
  • Recommends, participates in the development of, and establishes Company policy and procedures; establishes and implements short and long-range goals, objectives, policies, and operating procedures to mitigate Company risk.
  • Monitors and evaluates program effectiveness; effects changes required for improvements.
  • Oversees and coordinates trade compliance with external brokerage service providers operations and service contracts internationally.
  • Serves as primary trade compliance liaison between the Company and governmental agencies. Develops and maintains those external relationships for the furtherance of the Companys interests.
  • Participates as a member of various facility leadership teams to ensure continuity across the Company and furtherance of corporate objectives.
  • Program manages efforts to improve trade compliance measures of the Company and develops and manages budgets for same.
  • Develops and delivers training programs with respect to Company ethics initiatives associated with trade compliance awareness generally and specific training for other Company departments / functions.
  • Desk level, working experience to identify issues of risk and mitigate same where required through interactions with governmental agencies, regulators, and authorities.
  • Develop and deliver internal reports and metrics on trade compliance activities.
  • Qualifications

  • Bachelors degree or above in international business or business administration having 10+ years of experience directly related to the duties and responsibilities specified
  • High education and / or experience that is directly related to the duties and responsibilities specified may be interchangeable on a year for year basis
  • Licensed US Customs Broker and / or Mexican Customs Broker
  • Experience

  • Experience handling all aspects of US of Mexican in-house customs brokerage operations, including filing custom entries.
  • Regulatory expertise in US, Canada and Mexico Customs laws and regulations.
  • Working knowledge of international free trade agreements e.g. USMCA, Europe, Asia and South Pacific.
  • Expertise in the Tariff Classification of goods under the US / Mexico and Canada Import Tariff Schedules (HTSUS-Schedule A), including US Export Administrations Schedule B.
  • Maquiladora IMMEX Operations regulations, obligations and requirements experience, including IMMEX Annex 24 and Annex 31 Maquiladora Inventory Control Obligations (min 5 years).
  • US Customs C-TPAT administration, requirements and Web Portal experience (min 3 years).
  • Mexicos OEA Supply Chain Security Programs Administration experience (min 3 years).
  • Mexicos IVA / IEPS certification administrations and requirements experience (min 3 years).
  • US Customs Cost Reconciliation Technical Knowledge related to computer value method of appraisement under US Customs Title 19, Section 152.
  • US Customs ACE Web Portal Administration experience.
  • Experience in overseeing US / Canada / Mexico Customs audits.
  • Customs trade software applications experience (ABI Suite / ACE Suite and Vastera a plus).
  • MRP / ERP Inventory Management experience.
  • Fluent in English and Spanish.
  • Strong presentation and interpersonal communication skills.
  • Ability to influence across organizational boundaries at all levels of the Company.
  • Ability to travel and work internationally.
