Our client is seeking an innovative and energetic leader to manage the customs compliance of its Mexican entity. The key role will coordinate and lead the compliance team of 20 to 25+ people handling all Customs programs and trade compliance requirements of the Mexican government and all entities involved Maquiladora manufacturing legal entity and a commercial trading legal entity.
Will also develop trade and customs strategy.
Main Job Functions
Responsible for overall control and compliance of the IMMEX program.
Coordinate and supervise a customs team, to ensure trade compliance with all customs requirements and obligations
Maintain, improve and implement trade compliance procedures related to import / export of raw materials, finished goods and fixed assets
Provide procedural guidance to Customs operations and assist the team in resolving import and export issues
Manage assignment of HTS classification procedure and compliance
Ensure correct qualification of products for Free Trade agreements and application of all available duty preferential programs, quota control programs, and Prosec
Ensure complete instructions are provided to Customs brokers and ensure accurate reporting and performance is achieved
Report compliance effectiveness and timely report of risks associated with the Import-Export operations and Customs program requirements (monthly reporting metrics).
Address risk areas through root cause analysis and implement enhanced controls.
Supervise and coordinate the full compliance with Customs and foreign trade Programs such as IMMEX, VAT & Excise Tax Certification, Sectorial Relief Program (PROSEC), Imports Licenses, Authorized Economic Operator, among others. This includes :
Monitor and coordinate full-compliance of Annex 31
Responsible to coordinate and implement internal audits
Establish and maintain an audit program to ensure accurate pedimento and IMMEX inventory control to ensure compliance with Annex 24 and 31.
Will lead evaluation, selection and implementation of new Annex 24 software.
Maintain current permits, certifications, and accounting related to IMMEX program. AEO, C-TPAT, VAT exemption, etc.
Required Experience and Education
Bachelor s Degree in business, international trade, economics or any related area
At least 8 years of experience in customs (import / export) and international trade compliance especially with IMMEX and Maquiladora companies in Mexico
Expert level knowledge of maquiladora operations including but not limited to : IMMEX Program, NAFTA, PROSEC, VUCEM, VAT & Excise Tax certification, international trade regulations, duties, electronic filing, generation of reports, reconciliation, creation and review of databases.
Knowledge of Oracle preferred or other ERP systems and expertise with MS Office, particularly EXCEL.
Demonstrated expertise with Annex 24 Systems and software.
Fluent in Spanish and English : minimum of 80% oral / written.
Strong and pragmatic management skills.
Good communication skills.

The ability to function both as a team and individual player with the ability to shift priorities as required by the global trade compliance team and business operations.
Highly developed analytical skills, attention to detail and possess the ability to anticipate problems and diffuse situations.
Work along with Materials, Engineering, IT, Tax and Finance teams on the design of the processes and controls to maintain special programs (IMMEX, PROSEC, VAT certification, among others).
Identify and implement new duty savings opportunities and develop strategy
Provide leadership on strategic compliance projects
Lead training and development of key stakeholders in Mexico
Ability to interpret government regulations and translate the impact on company. Researches proposed and new legislation and advises effect on company operations and strategies.
