IPA seeks a qualified applicant for the position of Research Coordinator in Mexico. The RC will primarily oversee various components of a large project led by Rodrigo Canales at the Yale School of Management, together with Mushfiq Mobarak (Yale University).

Crime, violence, and a weak rule of law jointly present some of the most pressing issues for Latin America. They affect citizen behavior and relations at every level of society, so these shortcomings impose a significant cost on the economy and constitute a severe threat to economic development and political stability.

This project seeks to explore how to design local police forces in Mexico (and Latin America more broadly) that can rise to the challenge of reducing violence, increasing institutional legitimacy and trust in institutions, and strengthening the rule of law.

The project thus focuses on three sets of questions :

  • The specific organizational capabilities and structural characteristics that are systematically proven to deliver better results (or questions of basic organizational design);
  • The process and sequence through which these organizational capabilities should be incorporated into new or existing police organizations (or questions of organizational construction and change);
  • How, given an organizational design, police organizations can build citizen engagement, participation, and trust through their protocols, practices, and interactions with citizens (or questions of the enactment of practices).
  • This includes an understanding of how police organizations in Mexico should implement evidence-based interventions that have been proven to effectively reduce violence.

    The Research Coordinator will work closely with academic researchers and other field staff to perform a variety of tasks including, but not limited to : manage work plans and junior staff, oversee the design of survey questionnaires and evaluation methodologies, guarantee adherence to IPA’s protocols, manage the allocated budget, assist in the writing of project reports and policy memos, coordinate with key government and NGO partners.

    The Research Coordinator must possess the technical skills to ensure the highest quality and rigor in the design and implementation of our research, the communication skills (written and verbal presentation) to maintain strong connections with our clients and partners (present and potential), and the managerial skills to efficiently and effectively manage complex workflows, staff teams, and project financials (i.e. budgets, grants).

    As an ideal candidate, you not only have a rock-solid technical foundation in impact evaluation methodology, but you can also independently guide and direct the activities that happen both upstream and downstream of any rigorous, randomized evaluation (i.

    e. mapping theory of change, measurement design and piloting, data analysis, results communication, etc.). You enjoy leading high-performing teams that drive the production of the highest quality research for our clients and partners.

    Responsibilities

  • Manage the projects and project components corresponding to the Research Coordinator portfolio and work with the Principal Investigators to ensure compliance with the research design, sample selection, data collection, data management and general research protocols, as well as the general objectives and the project schedule.
  • Directly supervise 3 to 5 members of the research staff, including project staff, taking into account their personal growth.
  • Plan and supervise survey implementation, quality assurance, data cleaning, data analysis and other activities related to rigorous impact evaluation implementation.
  • Update the Country Representative on the development of the projects or project components in his portfolio, and be a key link between the field offices, the research staff and the principal investigators.
  • Promote best practices in the projects and take the leadership of sharing best practices with the projects through formal and informal training.
  • Work with the staff of the field offices to ensure the operational management of the projects, as well as the management of human resources.
  • Supervise the management of the finances projects, including the creation and monitoring of budgets, and ensuring the integration of the financial systems of IPA to the projects.
  • Be part of regular meetings with government offices and other allies to ensure the success of activities.
  • Support the dissemination of preliminary results through presentations and reports for non-academic audiences.
  • Support in additional tasks when requested by the supervisor.
  • Comply with all the rules, policies and procedures of the organization.
  • Qualifications

  • A master’s degree in economics, social sciences, public policy, or related fields (quantitative background preferred);
  • At least two years of experience coordinating fieldwork, including management of survey teams and research;
  • Excellent management and organizational skills along with strong quantitative skills;
  • Proficiency in Stata (strongly preferred) or other data analysis software (Stata proficiency of short-listed applicants will be tested);
  • Strong knowledge of digital data collection platforms (preference for Open Data Kit, Survey CTO)
  • Familiarity with randomized controlled trials;
  • Demonstrated ability to manage enumerator teams and survey operations at different levels (programming and data flow, financial budgeting and reporting, human resources and team building);
  • Flexible, self-motivating, able to manage multiple tasks efficiently, and team player;
  • Demonstrated ability to manage high-level relationships with partner organizations.
  • Experience living in a developing country is a strong plus; experience working in Mexico preferred
  • Fluency in English and Spanish with strong communication skills;
  • Physical Requirements :

  • Ability and willingness to travel to various project sites
  • Ability to safely and successfully perform the essential job functions consistent with government standards, including meeting qualitative and / or quantitative productivity standards
  • Ability to maintain regular, punctual attendance consistent with IPA standards
  • Must be able to talk, listen and speak clearly on telephone
