Job Title : Chief of Party

Department / Location : CCG, Nigeria

Reports To : HO Project Director

Type : Regular, Full-Time

Classification : This is a managerial, exempt-level position and is not eligible for overtime pay.

Overview : IBTCI is currently seeking a Chief of Party for an upcoming USAID / Nigeria Monitoring, Evaluation and Learning (MEL) Support Project.

This will be a full-time, key position based in Abuja, Nigeria. This Project will provide a range of technical assistance to USAID / Nigeria’s portfolio of programs.

The Chief of Party will be responsible for leading and managing the overall Monitoring, Evaluation and Learning program.

The Chief of Party will work closely with USAID / Nigeria’s leadership team, the Program Office and with technical office team leads, and other Chief of Parties managing USAID projects.

Additionally, s / he will work with national level stakeholders from the GON to develop important professional relationships with some of Nigeria’s most reputable social scientists and development professionals.

This position is contingent upon award.

Responsibilities

Essential Duties / Tasks and Responsibilities :

  • Serve as the primary point of contact between USAID and IBTCI.
  • Ensure effective and efficient performance for all aspects of the project, including overseeing all quality control and reporting.
  • Interact professionally with senior Mission staff, implementing partners, and government officials.
  • As requested, facilitate and / or participate in events and seminars that promote collaboration and learning among USAID, implementing partners and other stakeholders, in addition to events and seminars that publicize major findings and / or disseminate final evaluation reports, as part of USAID / Nigeria’s learning agenda.
  • Manage procurements and finances, ensuring adherence with USAID and IBTCI policies and procedures.
  • Directly or indirectly supervise all IBTCI staff in Abuja.
  • Represent IBTCI in-country on matters related to Nigeria MEL.
  • May be required to be in-country to perform the essentials duties of this position.
  • Manage all fiduciary duties in a responsible and professional manner.
  • Travel is essential and may include travel to fragile and conflict-affected areas. An average of 25%-35% travel for project implementation and / or project management duties.
  • Percentages may vary depending on IBTCI business needs.

  • Other duties as assigned.
  • Qualifications

    Minimum Requirements :

  • Minimum 7 years of progressive experience managing high-performing teams in international development settings.
  • Demonstrated leadership, strategic thinking / planning, management, and presentation skills.
  • Interpersonal skills to be able to foster trust-based relationships with senior staff within the Mission.
  • May be required to be in-country to perform the essentials duties of this position.
  • Manage all fiduciary duties in a responsible and professional manner.
  • Travel is essential and may include travel to fragile and conflict-affected areas. An average of 25%-35% travel for project implementation and / or project management duties.
  • Percentages may vary depending on IBTCI business needs.

  • Oral and written fluency in English required.
  • Education : A Master’s degree in an inter-disciplinary area such as applied international development, strategic planning, project design and implementation, or a related field.

    Preferred Knowledge, Skills and Abilities :

  • Previous Chief of Party experience on an USAID project.
  • Previous work experience in Nigeria.
  • Familiarity with the USAID Automated Directive System (ADS), in particular the 200 series, and knowledge of development trends required.
  • Working Environment : Work is typically performed in an office environment.

    Physical Requirements : This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

    Supervisory Responsibility : This position does have supervisory responsibilities.

    Travel : Travel is essential and may include travel to fragile and conflict-affected areas. An average of 25%-35% travel for project implementation and / or project management duties.

    Percentages may vary depending on IBTCI business needs.
